Julian B. Bell Jr. P.E.- Founder and President

With over thirty-five years of residential land development and home building experience, Julian Bell Jr. is one of Chattanooga's most respected business leaders and home builders. A licensed civil engineer in seven southern states, Julian began Bell Engineering Company, a consulting engineering firm. in 1975. After doing a large volume of residential subdivision design work for local developers, Bell Engineering branched out into the development of subdivisions and home building. A long-time active member of the Chattanooga Homebuilders Association, Julian has twice served as its President, he has served on numerous committees both locally and statewide, and has been named Developer of the Year in 1987 and 1992. Julian holds numerous certifications and licenses in the state of Tennessee. Among them a Professional Engineering License, Real Estate Brokers license and State Contractors license.

Jay W. Bell - Operations and Sales Manager

Jay Bell serves as the Operations and Sales Manager for Bell Development and Bell Engineering. Jay has grown up in the land development business working over the years in every conceivable facet of residential construction. He holds a Real Estate Brokers license and a Contractors license in the state of Tennessee. In addition to these professional designations Jay is one of the few Chattanooga area builders to be officially certified as a LEED A.P with the prestigious United States Green Building Council (USGBC). In his present capacity he oversees the new home and lot sales for all Bell properties. He also oversees all  the subdivision design and construction, from the purchase of the raw land to the final finished neighborhoods. An accomplished heavy equipment operator, carpenter, construction superintendent and well respected Real Estate agent Jay brings a wealth of construction and Real Estate knowledge to all our projects. Jay also holds a B.A. in Political Science from the University of Tennessee at Chattanooga.

Chuck Kaye - Field Supervisor

Chuck brings a wealth of construction experience to the Bell Development field team. He has over fifteen years of "hands on" construction experience in all facets of residential and commercial construction that he brings to all the projects under his supervision. His people skills with custom home clients, current homeowners and subcontractors are especially noted. Anyone who has had the opportunity to work with Chuck, as a client having a new custom home built or a subcontractor doing work at his direction, has always admired his ability to move the job along with a humor and easy manner that has been lost from many places in the American workplace. His attention to detail and his eye for functional design make Chuck a valuable employee of the Bell Development team.  Don't let Chuck's easy manner and constant good humor fool you, as he is well known to always demand the highest quality from every detail in the projects under his supervision. Chuck is also a U.S. Navy veteran who brings a work ethic to his job that only the U.S. Navy could instill.

Ray Pimentel - Field Supervisor

Ray is vastly knowledgeable about every feasible facet of the construction process, with over 25 years of experience also comprised of commercial building field knowledge. Consequently, Ray’s passion for excellence in his field set him in motion to serve as a member of the International Code Council. Furthermore, Ray also a certified residential and commercial inspector, brings forth a wide array of skills and expertise in home design and structural planning that incorporate ideally to our construction proficiency repertoire. Moreover, Ray’s dedication, professionalism, and ongoing courteous personality make every project under his supervision an easy and ongoing success; Although one can always expect an amiable outlook from Ray, he is also truly devoted and attentive to minor details that are otherwise overlooked and that play a vital contribution to our daily operations and to our commitment to excellence and superior craftsmanship. Ray is without a doubt a valuable addition to our team, and he is devoted to excel in every endeavor under his supervision.

Manuel Martinez - Sales Associate & Marketing

Manuel has first-hand experience in the residential construction field, growing up working alongside his father who has been an accomplished Tennessee subcontractor for the past ten years. Fascinated by real estate sales, Manuel became licensed in Tennessee and Georgia. While an active sales agent since 2006, he attained vast knowledge of Northwest Georgia and the greater Chattanooga area and has implemented a wide array of effective marketing techniques. He obtained a BS in Business Administration with a focus in Management from Dalton State College, and has actively engaged himself in the community being fluent in both Spanish and English. Furthermore, Manuel is driven to serve, so he became certified by the University of Georgia’s leadership institute, and has been a public speaker and translator for Hamilton Medical Hospital, Junior Achievement, and The United Way. Moreover, Manuel also a public notary, has served as a member of the board of directors for a non-profit organization that assists and empowers middle school and high school students in Northwest Georgia and Tennessee. Through various leadership positions, superior interpersonal skills, managerial expertise, and as a community leader, Manuel consistently embraces discipline, dedication, and vision that he now brings forth to the Bell team of experts. It is with great enthusiasm and assertiveness that Manuel joins Bell Development as the new sales associate.
